Our client now has a requirement for a offshore HSE &A supervisor to join their team on a 12 month contract basis. This role is based offshore in the North sea and candidates will require to hold all relevant offshore certification for working in the UK north sea.

Duration: 12 Months.
Rota: 2 offshore/3 onshore

JOB DESCRIPTION:
The offshore HSE&A Supervisor is responsible for providing expert advice and support to the offshore team, covering all disciplines, including Health, Safety, Environment, Process Safety and Integrity, drawing on the support of the onshore HSE&A team as appropriate.

The primary purpose of this role is to promote compliance with all aspects of HSE&A, monitoring the daily performance of the asset via work site visits, providing challenge where necessary, and supporting with the implementation of legal requirements, Company HSE&A management systems, guidance and best practices.

The HSE&A Supervisor shall act as a direct liaison between the offshore asset and the onshore HSEA team, ensuring that the processes required for continual improvement in HSE&A are implemented consistently across all the assets.

JOB DUTIES/RESPONSIBILITIES:
HSE&A
§Conducts all activities in an effective manner and raises HSE&A issues in a timely fashion.
Leadership
§Undertakes the role in line with corporate policy and demonstrates behaviours in line with clients values at all times. Readily accepts accountability.

§Carries out duties in a manner that promotes and maximises value and minimises waste and risk.
Technical/Functional
§Act as a challenge to ensure offshore activities comply with HSEA-related Legislative requirements and Company standards, systems and procedures.
§Promote and support a positive HSE&A culture
§Promote and support control of risks to health, safety, environment and process safety
§Conduct offshore compliance monitoring activities as required by Operations Integrity Assessment (OIA) Plan and in support of Company procedures.
§Conduct asset inspections in line with the asset plan, for example:
ochemicals (permit requirements, health impacts of use, discharge restrictions, containment, spill prevention),
otemporary equipment (inspection, emissions recording, reporting requirements),
§Support the delivery of agreed HSEA related projects/initiatives/campaigns as required by the HSEA Plan; communicating above to offshore crews and relevant system owners.
§Discuss actual and potential HSE events with on and offshore teams and onshore HSE&A Team and system owners. Agree action follow up and enter into relevant event tracking system for follow up and management.
§Coordinate weekly Emergency Response exercises and fulfil emergency response roles as may be required, including the development and facilitation of the annual ER exercise schedule, ER debrief and action follow up.
§Ensure compliance with the BEIS guidance for spill response, including planning, organising and recording spill drills.
§Provide training & coaching and deliver HSE&A presentations as required.
§Prepare material and present at fortnightly departmental HSE&A meetings
§Facilitate the Incident Investigation process and provide coaching as may be required
§Daily visibility at team briefs/Tool Box Talks & relevant meetings
§Participate in worksite tours & report on the observation card system
§Analysis of WCC / ICC non conformances
§Monitoring actions to completion (incidents & audits)
§Supporting Safety Reps and Environment Reps
§Promote major accident hazard awareness to the workforce
§Provide support to non-standard operation risk assessment process
§Provide end of trip handover; including progress against agreed activities - distribute report to relevant parties.

KEY PERFORMANCE INDICATORS:
§Effectively execute audit and monitoring activities and agreed follow up actions.
§Preparation/review/deliver compliance monitoring for work packs (TAR, Projects etc.)
§Participate in observation card programme & Site Tours
§Carry out work site plant inspections
§Control of work permit monitoring
§Support & deliver effective implementation of new/improved systems and processes

QUALIFICATIONS/TRAINING:
§Degree in Safety/Engineering/Occupational Health/Environmental related subject (preferred) or equivalent relevant industry experience.
§NEBOSH Diploma or equivalent qualified and/or IEMA environment Certificate or equivalent (preferably Registered or Chartered Practitioner)

KNOWLEDGE/SKILLS/EXPERIENCE:
§Experience supporting offshore operational activities
§Experience of audit , monitoring & review of HSE&A Management Systems
§Thorough knowledge of UK HS&E Legislation and supporting Industry Guidance and good practice
§Excellent communication, influencing and presentation skills
