The role of the HSE Advisor is responsible for providing HS&E and quality assurance support to the Business Unit comprised of Integrity Project Management and Fabrication Operations. This may require the development of Quality and HSE plans with clients, safety interface documents, organsining risk assessments sessions, performing contractor QHSE evaluations, performing job site audits and inspection and investigating incidents. Provide HSE performance reports to management and clients as required. The position must support in the overall delivery of business objectives through the aligning of deliverables to that of the individual Business Unit Strategy.


§As directed by HSE Manager, provide functional planning support and implementing process assurance activities forassociated Fabrication operations, reporting results to management.
§Provision of principle functional support to fabrication team.
§As directed by the HSE Manager, coordinate the effective management of Business Management System (BMS) documentation.
§Facilitate Undesired Event reporting into ATS.
§As required, carry out investigations into Undesired Events to ensure that appropriate reporting action is taken in accordance with company requirements.
§Actively evaluate and advise on the quality of investigation into Undesired Events and service quality events.
§Ensure that facility statutory risk assessments are carried out, all significant findings are recorded and that adequate risk control measures remain in place and are effective.
§In consultation with the HSE Manager, liaise with local enforcement authorities, advisory authorities/organisations and attend relevant H&S meetings.
§Support in the preparation and delivery of planned HSE assurance activities (audits, tours and spot checks).
§Monitor work activities and evaluate compliance with both statutory and BMS requirements. Proactively intervene and report any issues identified.
§Coordinate and manage facility PUWER and COSHH assessments.
§Participate in project risk reviews/risk assessments as required.
§Monitor compliance I with critical processes for resource preparation and mobilisation (including pre-mobilisation briefing, Face Fit and spoggle eye fit assurance).
§Evaluate daily reports, action issues as needed with management, clients and applicable stakeholders.
§Monitor compliance with Management of Change processes.
§Monitor KPIs and the reporting of any associated Improvements Reports.
§Maintain reports of Issues identified and addressed (Improvement Reports).
§Coordinate ICON Behavioural Based Safety (BBS) and e-academy HSE training. §Coordinate Emergency Response protocols (facility and offshore) and facilitate weekly alarm testing and plan/coordinate drills and exercises.
§Coordinate Emergency Response training (Evac Coordinator/First Aid/on-call training).
§Coordinate and manage staff/vendor facility site inductions.
§Prepare all necessary information for presentation during planned fabrication HSE Management meetings.

Minimum Qualifications and Experience

The following are the minimum qualifications and level of experience required to perform the essential functions of the role:

§Internal Auditors qualification
§NEBOSH/HSEQ qualification

§Ability to travel offshore
§Good understanding of HSEQ in a construction/fabrication context
§Offshore experience in Oil and Gas operations, projects and turnarounds
