Our Client is looking to recruit the services of a Financial Controller to work in their busy offices in Tripoli. This role is a fixed term contract role circa 2 years working in-country and is offered on a residential basis only. Working as the senior key advisor on technical accounting, control and compliance matters to Commercial Manager (Finance), the post holder will be integrally involved in ensuring success in-country. The Financial Controller is a key member of the Libya Finance function that is critical to our client's ability to -control and account for the Libyan EPSAs -steward and report the financial and operating results of in-country operations -to support the exploration program and the joint operation of development programs with local governments and partners. The Libya based role will focus on the Control & Accounting Function and contribute to the in-country’s Finance team as a senior team member. Key aspects of the operational dimension of this role are: Support the Commercial Manager (Finance) by providing leadership and management of the C&A function in Libya Establish robust C&A processes and controls with tight integration with London and Calgary C&A functions Accountability for Libya Finance protocols including regular refresh and training to ensure protocols remain current, compliant and adhered to by Libya C&A staff Ensure financial systems are compliant and maintained to account for the Libyan EPSAs and meet our Client's requirements to account and report the financial results of the business Ensure all finance staff steward appropriately to compliant C&A processes and controls Ensure tight linkages between in-country C&A and SCM, IS, Tax and Treasury functions providing strong guidance and direction to in-country resources on priorities and business critical outcomes Accountability for month end, half year and year end C&A processes Accountability to meet Corporate audit requirements including managing Harouge Oil Operations audits Support the Commercial Manager (Finance) to establish business partnering relationship with Harouge Oil Operations senior management accountable for C&A Support the Commercial Manager (Finance) to influence and assist Harouge Oil Operations to upgrade finance oversight processes to protect PC’s investment in developments and operations functions Support the PC appointed Harouge Deputy Finance Manager to steward and manage C&A functions and processes within Harouge Oil Operations Full accountability for Harouge Cash Call and Billings including reporting, attestation, and manage Harouge Audit Specialist Build and maintain relationships with external auditors Liaise with C&A functional leads in London and Calgary Recruit, train and develop local employees in order to enable a nationalization of the C&A function over time Experience & Skills University Degree and considerable experience in a technical accounting role Strong background in financial matters preferably working on Joint Venture projects with Western Oil Operator Strong understanding of technical accounting issues particulary in application of German, UK, Canadian GAAP Significant International Oil and Gas experience
