What are The Conduct Regulations?

The Conduct of Employment Agencies and Employment Businesses Regulations 2003 (the 2003 Regulations) are statutory rules for the conduct of recruitment businesses operating within the UK.

When do The Conduct Regulations Apply?

The Conduct Regulations apply to the relationship between an employment agency or business and

(a) its client (the hirer); and
(b) the work-seeker unless the work-seeker is a limited company work-seeker which has opted out of the Conduct Regulations.
 
All employment agencies and employment businesses operating within the UK (subject to the exclusions listed below) must comply with the provisions of the Conduct Regulations.
