Raeburn are handling a requirement for a Lead Mechanical Engineer for our client, an operator, based in Aberdeen. This is a contract role beginning ASAP until 30th November 2017 and will include occasional site visits (on and offshore).

Main activities:
1) Provide specialist technical/engineering advice and guidance to site/offshore personnel on the operation and maintenance of plant/equipment ensuring highest safety standards, a timely response to queries and minimal disruption to operations
2) Provide input to the budget preparation process relating to discipline budget
3) Responsible for managing specific budget lines, monitoring costs and ensuring that expenditures are within budget
4) Contribute to the development of strategies for the maintenance, inspection and operation of plant/equipment to ensure that all plant and equipment meets verification and compliance requirements
5) Ensure that all activities are carried out in a safe and effective manner and that all interventions are controlled by authorised persons, satisfy statutory and Company standards and that no hazardous incidents or events occur
6) Undertake in-depth analyses/studies of problems and identify longer-term solutions and/or options. Investigate more complex problems by participating in multi-discipline teams/projects in conjunction with other operations personnel or Technology Department
7) Prepare scopes of work and economic justification for modifications ensuring they are correctly engineered, documented and reported, and that all maintenance activities/modifications are implemented in accordance with statutory/Company standards and correctly closed-out
8) Produce budgets and plans for specific studies or modifications, manage the cost control process and ensure closure expenditure is within acceptable % of original budget
9) Reviews / develops scopes of work and participates in Basic Engineering to ensure technical solutions are adequately developed so that robust cost estimates are produced
10) Develops technical solutions that enable Projects and modifications to remain on schedule and within budget
11) Supports Technical Departments in identification, design, validation and implementation of any engineered solution for the field, regardless of its sponsor (Projects or Field Operations through the modification control procedure
12) Formally approves key engineering and operational documents
13) Assists production support in finding permanent solutions to Downgraded situations
14) Is aware of the innovations and developments in their discipline and apply where necessary
15) Participates in internal and external technical audits, takes part in incident investigations, pro-actively engages in survey, assessment or analysis of any technical situation in the field
16) Provides technical input on both contractor and consultant selection when their services have sufficient engineering content. Manages external specialist consultant or contract support
17) Represents Company on Industry Committees and specialist forums
18) Acts as main point of contact for group specialists for such subjects as terms of reference, technical feed-back (both ways), derogations, specific dossiers etc.
19) Coaches and contributes to the development of young engineers (including Graduates) pertaining to their discipline
20) Prepare scopes of work for vendor services, make recommendations on preferred contractors and co-ordinate vendors, materials and equipment for planned and unplanned activities, monitoring and controlling manpower usage, vendor/contractor performance and expenditure. Participate, as appropriate, in vendor/contractor audits
21) Ensure that maintenance activities are appropriately prioritised within operations maintenance plans
22) Act as Contract Representative on specific project/work scopes and contracts, taking a lead role in the involvement/co-ordination of, and interface between, onshore/site/offshore teams/contractors ensuring effective communication and understanding between appropriate parties
23) Participate in/contribute to safety studies/HAZOPS, etc.
24) Encourage the reporting of all incidents, ensure that incidents are investigated and action incident close-outs as appropriate
25) Conduct ad-hoc technical surveys on site/offshore and at vendor/repair locations, providing detailed technical reports identifying problems and solutions and ensuring optimum performance from contractors
26) Ensure all relevant operations and maintenance procedures and documentation are maintained in an accurate and current status and are available on request
27) Proactively monitor, review and analyse plant and equipment performance and provide feedback to Line Management, identifying opportunities to maximise production and performance and share best practice
28) Develop and maintain good working relationships with site personnel through effective communication and by making regular visits to offshore installations
29) Develop positive and constructive relationships with contractors and suppliers. Identify opportunities to improve contractor/supplier performance, reduce costs and improve the quality of services/products supplied

Requirements:
1) Suitable engineering qualification with appropriate experience in the oil and gas industry including offshore/site experience
2) Detailed knowledge of legislation/regulations relevant to discipline
3) Good knowledge of offshore plant and equipment and maintenance systems
4) Valid offshore and medical certification (including MIST & EBS)
